Yes. One size stretches to fit from newborn to around 2 years. On a newborn it sits loosely, which is how it should be.
Can my baby sleep in it?
No. Take headbands off for sleep, and don't leave a baby wearing one unsupervised.

It shouldn't — the band is wide and soft rather than elastic. If it does leave a mark, it is too tight and should come off.
