Does the bassinet go on the RumbleSeat adapters?
No. The bassinet will not work on the RumbleSeat adapters, and the RumbleSeat will not work on the lower adapters.
Can it carry three children?
With the PiggyBack ride along board, yes — a third child stands at the back.
